Deadly Crowd Crush at Haiti’s Citadelle Laferrière Raises Safety Questions

A festive gathering at Haiti’s Citadelle Laferrière ended in tragedy on April 11, when a crowd crush and stampede killed at least 25 people at the 19th-century hilltop fortress. The unauthorized event drew more than 3,000 attendees to the UNESCO-listed site, including families with children and a pregnant woman among the dead. Heavy rainfall intensified the danger as people tried to move through the citadel’s narrow entrance in both directions.

The fortress, one of Haiti’s most significant heritage landmarks, is usually the setting for Holy Week celebrations leading up to Easter. Rose Beaulieu, a local tour guide whose company makes daily trips to the citadel, said the festivities were extended by TikTok influencers beyond Good Friday. “It is disappointing for Haiti and proves that there is no good management of our tourist sites,” she said.

The aftermath has brought mourning, arrests, and a widening debate over accountability. Haiti declared three days of national mourning and said it would cover funeral expenses. But responsibility for the disaster remains contested. An audio recording of a press conference by Wesner Joseph, the mayor of Milot, circulated on WhatsApp after the incident; in it, he said controlling unauthorized events was not his role and shifted blame to the Haitian Institute for the Protection of National Heritage (ISPAN).

Joseph was taken into police custody on April 13 and interrogated for three days. Five municipal security agents and two ISPAN employees were also arrested. Investigations are ongoing, and the citadel remains closed until further notice.

The disaster has exposed the fragility of crowd management at one of the Caribbean’s most important historic sites, where tourism, public ritual, and preservation now appear to be in uneasy collision.
