Stoke-on-Trent Declares Heritage Emergency as Ceramics Landmarks Deteriorate
Stoke-on-Trent is asking for urgent help to save the industrial buildings that once powered one of Britain’s most influential manufacturing centers. The city council has declared a “heritage emergency” and says roughly £325 million will be needed over the next decade to stabilize and restore key sites across the Staffordshire Potteries.
The appeal centers on a landscape shaped by the ceramics industry, where Wedgwood, Spode, and Royal Doulton helped turn local clay into exports that traveled worldwide. Today, the city has more than 275 listed buildings, 22 conservation areas, and over 1,500 locally significant sites, many connected to that history. At least 16 major sites are formally designated as at risk, and officials warn that many more are already in advanced decline.
Among the most pressing cases is Chatterley Whitfield, which Historic England describes as the most complete surviving deep mine complex in England and says is at immediate risk of further rapid deterioration. The council estimates that the site alone could require up to £150 million. Elsewhere, The Leopard Hotel in Burslem remains partially destroyed after a fire in 2022, while Burslem Market Hall is in severe disrepair.
The city’s bottle ovens tell the same story. Once there were around 2,000; only 47 survive. Many stand isolated, with collapsed roofs, vegetation forcing its way through brickwork, and debris gathering around structures that once defined the skyline.
The council’s prospectus points to international comparisons with Sèvres, Limoges, Incheon, Delft, and Jingdezhen, where ceramics heritage has received stronger institutional backing and investment. It also cites recent restoration work at the Spode factory site, Middleport Pottery, and the Goods Yard as evidence that reuse can be viable when funding and planning align.
The question now is whether Stoke-on-Trent can turn recognition into sustained preservation before more of its industrial fabric is lost.
